Why can't a non-vamp be turned…I have heard otherwise?

Because we are born vampires. If someone is a latent vampire, he or she can awaken on their own, or they could possibly be awakened by someone else. This is sometimes believed to be them being turned.

Vampirism is not something that is transmitted from one person to another.
